Last month, the Penn Program on Regulation (PPR) delivered another successful offering of its executive education certificate course, Regulatory Analysis and Decision-Making. The course helps professionals from around the world—and in any industry and regulatory domain—hone their ability to analyze regulatory problems and assess solutions to them.
With an interdisciplinary faculty, the six-day course covers the gamut of skills and tools needed by both regulators and private managers who operate in a regulated environment: goal-setting, designing regulatory instruments, and selecting strategies to promote compliance and enforcement—including nudges and other behaviorally informed strategies. It also addresses benefit-cost analysis, retrospective review, and performance management.
One participant noted that “the program was full of very useful and relevant information for the professional who interacts with the regulatory process at any level.”
The course yet again attracted participants from public and private sector organizations across the United States as well as from five continents. Course participants included regulatory affairs specialists, policy analysts, lawyers, economists, executives, and compliance managers.
“I really appreciated meeting people working with regulators across the world, and discussing issues and approaches with them,” one participant remarked at the end of the program. “I learned a lot from that.”
Another participant shared that the course “will help me be more thoughtful and use better decision-making in the review, recommendation, and creation of regulations.”
The course was developed and led by PPR’s Director, Cary Coglianese, the Edward B. Shils Professor of Law at Penn, who is a globally renowned expert on regulatory law, analysis, and management. Coglianese has produced extensive action-oriented research on regulatory excellence that he has drawn upon designing the course.
The faculty for the most recent course offering also included Jonathan Klick, the Charles A. Heimbold, Jr. Professor of Law at Penn Carey Law, a leading scholar of law and economics, and Tess Wilkinson-Ryan, a Professor of Law and Psychology at Penn, who led a session on behavioral economics and decision-making. Shelley Metzenbaum, a former state environmental regulator as well as Associate Director of Performance and Personnel Management at the White House Office of Management at Budget, taught sessions on regulatory performance management.
PPR, in collaboration with the Legal Education Programs office at the University of Pennsylvania Carey Law School, expects to offer the Regulatory Analysis and Decision-Making executive course again in May 2023.
